I am a little bit confused on the predictability of pricing aspect: how can a system that functions on a token (which has a volatile value) ensure consistently predictable pricing on e.g. month to month basis for a certain resource use? Except tethering to a stable reference of value, there's nothing that comes to mind but would love to learn more.

Seems ripe for abuse unless the digital identity system is intertwined with an immutable constitution preventing unjust regulatory requirements from being executed. This makes it easy for turnkey invisible gatekeeping to occur. If a citizen is barred from access to essential services due to non-compliance with an unjust regulation, I don't think they will care whether the data pertaining to the regulation is sent via ZK proof or otherwise.
