    Apparently, the days of silent film has made a comeback. Hopefully, the next council meeting will be a "talkie". I see someone at City Hall made the decision to disable comments for the other June 24TH, 2019 video.

    A motion to spend $8,186,749.00 on the bridge and traffic circles. I wonder if the property owners who have crumbling streets in front of their homes are happy about this when their street goes unfixed for how long?

    Wow, a short meeting to spend MILLIONS of taxpayer dollars conducted in the middle of the day on a Friday! At least the audio could be heard unlike the horrendous audio quality of the Council Meeting of April 23, 2019. Strangely, the 2 comments I posted on that situation about the bad audio DISAPPEARED!!! Gee, who would do such a thing? Will this one disappear as well?

    I can watch a mechanic (or anyone else for that matter) in his own business here on TH-cam repairing vehicles using his own video and audio equipment. His sound is excellent BUT the City of Portage La Prairie's broadcast is muffled and unhearable--WOW!

    WHY in the world is the sound so horrible? THE PEOPLE SPEAKING ARE PRACTICALLY INAUDIBLE. Another time TH-cam was blamed for problems with the broadcast---NOW I AM STARTING TO WONDER! BUDGET TIME and one can not hear what people are saying! COINCIDENCE? Some streets in this City are in horrible condition while millions of dollars are going to be spent on a bridge. Maybe the sound system should be replaced to start with so citizens can hear the broadcast or a sound engineer hired to correct whatever went on here tonight-----disgusted!!

    What started back on November 13, 2018, and looked like the performance of a badly written script between Mayor Ferris and James Kostuchuk, came to fruition in tonight's Council Meeting. This Council wasted no time in stripping the Citizens Of Portage La Prairie the right to ask questions in a public forum by the passage of Bylaw 19-8688. This Council seems oblivious to the fact an open and transparent government has to be seen to work not just make the claim it does. If Question Period was such a problem, why was it never brought up by Mayor Ferris and the many councilors who were re-elected during the campaign?

    37:25 Mayor Ferris: "Perhaps this is the last question period, I don't know". LOL Following the Council Meeting of November 13, 2018 and the charade between James Kostuchuk and Mayor Ferris regarding Question Period, the writing was on the wall over what would happen to Question Period with this Council. Since that meeting, I believe it was Council's intention all along to proceed with its abolition. It appears no one on this Council is appreciative of open and transparent governance!

    A person asks a question at the end of the meeting during question period and NO ONE on council even attempts to answer. Is this an example of a council's condescending attitude and its refusal to address the accessibility of council meetings to the general public? Their attitude to the questioner speaks VOLUMES!

    Despite what some councilors claim, it doesn't seem there was much consideration given to the health of Crescent Lake with the decision of the Causeway to go ahead. Maybe the name "Crescent Lake" should be changed to "Crescent Slough" which would be a better description. Glad I do not snowmobile or canoe considering there is no easy access from one side to the other!

    35:18 Minute mark Does this council not have any qualms about granting this individual a local vehicle for hire driver's permit considering he has FOUR INCIDENTS ON HIS DRIVER'S ABSTRACT? Does the safety of his passengers not come in to their minds at all? In many occupations like truck drivers, school bus drivers, etc. a CLEAR DRIVING ABSTRACT is a main requirement!

    Reading more "local" media, I find out James Kostuchuk sits on more than one board/committee for the city. I may be wrong but his question sure kind of looks like a "staged" event.

    1:16:47-1:17:47 Mr. James Kostuchuk should be explaining himself as to what he means by "political grandstanding" during question period from members of the public. Funny he would talk about democracy and at the same time ask the question that the council consider eliminating question period. Surprisingly, Mayor Ferris seems to agree!!!

    Interesting, this council plans to increase the rent for the Herman Prior Centre and Portage Library which are of extreme importance to the community. At the same time, they gave a tax break to an outside firm, Vionell Holdings, for their rental development while local developers, who have been building in Portage for many years, got nothing!

    Does anyone else find it odd that none of OUR elected councillors said a word, other than Councillor Froese, about this request for rezoning a property at 102 1ST ST SW in Portage La Prairie from single family residential to two family residential? HE was the ONLY one who voiced his displeasure which sure looks like a complete abuse of the process in how the construction of this building proceeded. Why did Councilor Wall ask to be excused from this particular request? Does a Councilor not have to give a reason for excusing themselves? I think council should set an example to follow for anyone who attempts to bypass the rules and ask for changes later.

    Why did this Mayor and Council appear to totally ignore their own Public Notice to the citizens of Portage La Prairie re the 2018 Financial Plan? When Mr. Knott read the Public Notice to them, it specifically included the term "ask a question" for any person wishing to do so. He was totally ignored on that point. Why?
