Sounds like the engines were not spooling up sufficent power for takeoff.

Many Many years ago at Southend Airport, Channel Airways weren't allowed to do high power engine runs, following complaints from residents. So they booked a flight and made as if they were going to take off. Then they called ATC to say they had a fault and needed to return to their hangar.
