Kashiwagi Solution Model Inc. is a group of researchers and educators that have developed the Best Value Approach [BVA] which can be implemented on individual projects or organization wide. The approach, which is based on leadership principles, drives accountability and efficiency through the use of measurement. KSM is partnered with Performance Based Studies Research Group (PBSRG), Clemson University, SKEMA Business School, and the International Council for Research and Innovation in Building and Construction which create a group that integrates with organizations, educates their personnel, and facilitates the implementation of the approach.

As you use militaries: During the Vietnam War, the enemy body counts were taken to be a precise and objective - metric - by -experts-. War was reduced to a mathematical model: By increasing estimated enemy deaths and minimizing one's own, victory was assured. Don't you commit the McNamara fallacy in the field of procurement?

Ridiculous not to take those cracks seriously. I could have had shoring under the bridge...in a day. Cribbing, timber piles, steel postshores...ANYTHING. Just help transfer some load. Shores could even be on the medians, so not even a traffic hindrance.
From what I remember of the NTSB report, the main factors where that there had to be changes made to the slab over the support structure, including a step and holes cut for drain pipes. Cracking was noted, and the solution determined on-site was the tendons needed tightening. Another thing noted was that the design had no redundant load paths in the event of a failure. The design people approved the modifications without any thought. I can't help but wonder, as they planned to making it a faux cable-stayed bridge, would it have survived had it actually been cable-stayed? I have seen many cases where a change is made, but doesn't get radiated out to trigger a re-analysis, and they tend to accumulate. The system can tolerate some minor changes, but you cannot gloss over them. At the micro level, the critical qualities aren't recognized, and at the macro level, the changes to the critical quality isn't recognized. Hyatt Regency walkway collapse (support and box girder design), or the Big Dig tunnel ceiling collapse (change from physical interference anchors to epoxy anchors) are examples. Have to be on your A game when dealing with sexy designs... There are always tradeoffs.

The workers on that job were the first to call out the potential failure of the bridge. No one listened to them. I was on a job where substandard beams were holding up the metal decking under the concrete placement of the floor. To get a flat floor more and more concrete was added. Thankfully there was no collapse of the floor but the next day you could see bent steel I-beams under the area of the concrete placement. After that day, temporary supports were installed and remained until the new concrete came up to the specified strength.
This is very logical, you always want to hire the experts and people with the best experience track record and proven execution on projects.
They actually had put aesthetics before health and safety.

The roughening of a joint just increases the resistance of a cold joint to slipping, but that would not have made the structure safe. The node that broke was grossly underdesigned, according to the NTSB. The shocking thing is that any P.E. should have recognized that the structure was failing and acted to close the road, but the Engineer of Record went around telling everybody that there was no safety concern.
Wow, that is really fascinating! The real danger isn't engineering, it's bureaucracy.
When I studied mathematical physics on university, one of our professors said, that only a person that is able to explain the studied material to his grandmother is the person who truly understands it.

You proposed that the vendor should come in clarification with a payment plan and the client should follow the vendor as the expert..does that mean deviating from the initial cost proposal the vendor already submitted in phase 1?
Thanks for the question! Typically, the vendor should not deviate from their initial price submitted during phase 1. But sometimes during clarification phase, the vendor will learn information that wasn't communicated during procurement. In that case, the vendor will propose a value added item (cost deviation) or explain the risk and the associated cost to the client. The client can choose to accept the new proposal and associated cost, or they can choose to decline. If the client declines, the vendor documents the exchange and identifies this as a potential risk. When we work with clients, we always advise them to select an expert vendor and follow their suggestions because it will always ending up saving more money in the end.
How would you ask an expert vendor to predict the future when some aspects of the project are impossible to predict upfront..for example, we had a giant site with 320,000 cubic metre of mixed industrial waste and determining the level of contamination of the waste require heave works of separating and analysing waste types..therefore, even having an accurate pricing proposal during clarification period is almost not possible
Another great question! This is a common question that comes up during Q&A and you are correct, it is not always possible to have an accurate price. When vendors do not have all of the information (or accurate information), they make their best estimate and tell the client that it is only an estimate (and therefore a potential risk which could increase the price). If something unexpected comes up, the vendor should immediately explain the situation and propose a cost deviation to the client. We call this an "unforeseen risk", meaning there was no way the vendor could predict it. In that case, the burden of cost falls on the client. As for your example, when working on future projects, you might include something like your example above as a potential risk mentioned in your submittal. You can then explain how you mitigated the risk.

Here are the problems and suffering of millions of people due to companies' reliance on unintelligent human-led planes 1/Unsmart aircraft are unfit aircraft in the lives of millions of people, due to the financial costs that are not commensurate with the difficult financial conditions in the lives of the majority of young men and women. 2/Unintelligent planes bring suffering, anxiety and psychological troubles because travelers have to travel long distances and search for taxis in order to reach the airport 3/Unintelligent planes bring annoying problems and troubles, long distances, queues, and crowding for humans in order to obtain a passport and book airline tickets. 4/There are millions of young people suffering from the pain of sadness, nostalgia, depression and constant anxiety, and this is because they did not reach their mistresses in distant countries, and this is because of the problems mentioned in unintelligent planes. So a person needs the services of a personal self-driving plane in order to transport a person from his home directly to the home of the woman he loves in a country far away. (We require engineers and technicians to create engineering designs and fabricate autonomous aircraft (self-driving) using advanced artificial intelligence software and to select passengers for remote geographic location in live map imaging software) Please send these four complaints as well as requests to officials and workers in the aircraft industry

I'm not sure your logic holds. A prepared detailed timeline doesn't state who is at fault if the timeline doesn't hold. Unless the contract states it's the contractor's fault no matter what. A cool billion is one hell of an overrun btw :)
Thanks for watching! You're absolutely right, a timeline is only part of the solution. Most contractors should know that a timeline won't hold up, but the key is to use transparent and continuous tracking that clearly shows when overruns/delays occur and what caused them. In 28 years of running the Best Value Approach, we have never gone into litigation on a project because there's no denying what caused the issues when tracking is transparent.

Thanks for the video... I don't think your comparison takes into account that experts only become experts once they know "everything" and have practices the same tasks several times... For everybody else on the team, they learn as they go, and what I have found often is experts are usually set in their ways which prohibited innovation, and finding new ways to implement what they've been doing for years. Agile is all around centering around value, scrum is just one way of many to perform what is being referred to here as "agile". Then again (with all due respect) PMI have always had issues understanding what Agile is all about and this is evident in their Agile literature... Some mindsets in PMI need to change and listen to what Agile really is and the differences between Agile methodologies and Agile.
Follow-up: I've led PM orgs with my employers and used Scrum (or a form of it) to build everything from face masks to gas detectors to jet engine controllers...

"Realize they didn't have the expertise..." yes there is a lot of this. It's also called "you don't know what you don't know". It may be a shortcoming in current university curricula that have become watered down over the past 40 years. What they should have realized is that nobody builds concrete trusses so there must be a reason, and nobody can have expertise in building concrete trusses because nobody builds them. "Rough up the concrete" is not due to using new state of the art concrete, it applies to interfaces between any type of concrete. It has been in the building code since the very first edition of the ACI Building Code for Ultimate Strength Design. It's a matter of developing friction. Smooth concrete won't develop as much friction. It is possible that the original engineer did not anticipate the bridge would be constructed with joints in certain locations, and they didn't know to specify how the interfaces would be prepared. This was the weak point in the design, anyone experienced in tracking load paths through a structure would have seen it.

comparing Agile (scrum) with Project Management is madness. It was not designed for this. In the approach presented maybe we are in time/budget scope, but I doubt that it will allow being competitive in terms of delivering innovation.
Great comment! Typically Agile is the go to method for innovation, but the point of Best Value is to find a vendor who has the most accurate prediction of project outcomes, even in innovative fields. What do you mean by "Level of Expertise Plan" (LE) that takes 35% weighting?
A Level of Expertise Plan is a contractor's document that proves their ability to complete the project by sharing related and verifiable performance metrics. For example, if a contractor is competing to build a hospital, they might include the number of hospitals built, the % on-time/on-budget, and the client satisfaction rating.
Why FM professionals are not involved in design ?
FM professionals should be involved in the design if they have relevant expertise. In the BVA, we encourage clients to use in-house expertise when possible. The important distinction is learning how to make sure that your expertise is verifiable using performance metrics.

Dr. Dean, I'm a huge fan of the BV process. I was wondering if you could make a video on how unknowns are addressed in the BV process..for example, in construction projects there could be lots of unknown things upfront to both client and vendor and they can only be identified once the works progresses...I understand that one of the core objectives of the BV process is to minimise contract change orders post the contract award so, how does this fit in a situation where there are lots of unknowns. Hi John, great suggestion! We will work on putting a video together. Typically, in this situation, if the expert has unknowns, then they make their best estimate, and identify the unknowns as an area of risk. (preferably also estimating the potential impact on time and budget). As the project progresses, the vendor will track the unknown using the Weekly Risk Report.
The concrete had to be roughened because the shear stresses across the pour joint was high enough that it required roughening. It wasn't because there was a special state of the art concrete. Even with the roughening, the joint still did not meet code. It would just be less likely to fail if it was roughened. The structural engineer did not only under designed the joint, he likely knew that the joint was under designed the day of the collapse. The issue was obvious to an experienced trained structural engineer. Before the collapse, the engineer discussed connecting the north joint back to the joint to the south in order to share the shear in the joint. He violated the most important tenant of the practice of engineering and that is not to endanger the public. The life and safety of the public is paramount. Honest mistakes happen and people can get killed or hurt but I would not characterize this as an honest mistake.
