No, if your know at least 2 to 3 module is fine. I am working on core EC, time mgt, Benefits and reporting since 11 years. But I have strong knowledge on ONB because ONB 60% depend on EC config and RCM also strong knowledge.

one thing i want to point out,is u said this works for individual role as well,while as per sap it doesn't work for individual role but only for dynamic role,groups and roles
Lets make it simple, initiator can't approve the workflow by own if approver initiated the request.

It depends on your technical knowledge how much Indepth you have understood the product, whether or how you learn by yourself or by any training institute it depends on how much you gain from training also depends on your trainer what they have covered in the training. If you know only basic like portlet, RBP, Org Structure, little bit on rules and workflow because most of the training institute covering only these and tell me apart from these topics which other topics or functionality available in SF EC. So, it all depends on your knowledge and what you know about the product.

Is the implementation same for all the countries?
EC it depends on company policy ad country differs 25%, Time Off it depends on country, Time Sheet 50% differs based on country and company policy and benefits again it depends on country and company. But if you know the how to configure or know the functionality then it won't make much difference between countries.
