Though steel does work for reasons you stated i Definitely think fighting for LT surge. Considering his military background I think having electabuzz and raixhu having fighting type moves on then as well as an addition like pawmot or iron hands would make sense. Boltund/manetrik for a military dog vibe too.

Yeah Sure, Put Broke a Steel Gym Leader in PKMN Red&Blue, it will work very well in a gen 1 where it doesnt exists. + in Gen 2, you got Jasmin that girl Specialized in Steel as a Gym Leader whith her olo Magnamite Steelix Magnamite. Broke would get redondante if he is Steel too alongside Johto. Misty has Water/Ice = Lorelei ... So no. So Next !

Brock rock steel with Magnemite to shut down water types add on to his team Misty poison with tentacool for grass types Surge fighting Machop for rock types Erika normal like Porygon to be a cover against fire. Sabrina fighting to take the Hitmonchan from the former gym she already beat. Mr mine can be a good in between same with focus blast with her abra line. Future games gallade. Fire gym ghost as the ghost of his past. Gengar would make an excellent Mon to balance his team and thunder moves to cover against water. Giovanni it's cliche but dark types. He would do well with a good amount of them with their cheap tricks and fake out strats

Another type trio to think about is Dark-Psychic-Fighting

You’re forgetting about PP Max and moves that refresh PP. there’s also things like Rock Blast, Icicle Spear, etc. that would take out 5 lions, Pokemon that can learn multiple moves that hit all targets like Smeargle and Ditto, Pokémon who use moves like Mimic or Me First, G Max moves which hit 4 targets at once, status things like burn and paralysis, Oranguru who can make a Pokémon attack twice, Mega-Kangaskhan who attacks twice therefore doubling the amount of lions it can kill. Even with game mechanics the Pokémon still win easily

My picks for each trio would be: Gen 1: Vulpix Gen 2: Wooper Gen 3: Shroomish Gen 4: Croagunk Gen 5: Torn between Sewaddle and Litwick (ngl I probably would take this trio over some official starter trios) Gen 6: Clauncher Gen 7: Salandit Gen 8: Applin Gen 9: Finizen
