thank you so much! been looking for a way to do it without using any brush stroke PNGs or anything that makes it harder to use in different projects like all the other tutorials did, I can confirm this is the best way to do this effect and save it as a very easy to re-use template

I get lost at 2:00 when you finally change the fill and you can see the target look of the two circles. Mine does not look like what you have - the initial circle and then the target around it. Could you post the project file?/Template?
