As I understand for retaining walls active soil pressure should be used as they tend to move a bit in a direction of soil pressure force. How it is for underground chambers? As it is stiff underground structure and horizontal soil forces on all walls are equal but in different directions they cancel each other out so structure does not move. So for underground chambers at-rest pressure should be used? (considering compacted backfilling)
