Problem solved. Thanks for the tutorial. Also pumped out the bottom of the tank. Had about a quart of water in it.
Water in fuel alarm sender I think is a simple float switch not a conductivity sensor. The float will rise on water but not on petrol.
You are probably right, and it makes sense.
