I use Layla on my main team. I recommend using Favonius Sword, if possible, because it can get her burst ready faster. In order to use the passive, get Layla's crit rate up. From there, focus on her skill and her burst as they are what you'll be using most in the majority of her team comps. Her HP is very important as it is what her shield and burst scale off of (the shield starts scale off of ATK, but the absorption scales off of HP). The best set in order to balance both ATK and HP is the Tenacity of the Millelith. It makes it so that every time her stars hit an opponent, the active character's ATK is boosted by 20% for 3 seconds. It also activates if her elemental skill touches the opponent when its casted. Because of how often her stars hit, she can keep this boost up for a decent amount of time, and her stars regenerate faster when her burst is active, so that's another reason to have energy recharge. This means that you'll have a boosted ATK stat, a strong shield, and a decently powerful burst. Try this and then try to beast Stormterror at a higher level. Good luck.
