Yes! I go there every year, I live about 15 minutes from Dulles. I recently went planespotting there, if you want check out the videos

@ at the parking garage 2, I went to the top and stayed for an hour 3-4 pm. It cost 6 dollars an hour (I find 3-5 pm the best time)
