Your forgetting that the great Devourer was a lot bigger than wojira when he first appeared. they state in the show that the devourer was already hundreds of feet long and was still growing. Wojiras head was small enough to fit two handheld sized amulets and you could see them relatively well. And lastly when wojira ate Kalmaar his tentacles touched the bottom of her mouth while the great devourer was eating like five to ten people at a time.
