My game was definitely bugged. I turned in 50, and it didn't unlock anything. Then it basically started over, I recollected 50 stars, mostly using sarsaparilla bottles. And i couldn't exchange them. Just ask about the law suit and origins of the story of the blue star. Not that its worth doing more than once, from what I see. If you have a computer you can use console commands to either restart the quest or open the door.
