The world system itself (not Ciel) has given Rimuru and others power ups, new skills, and skill evolutions before, sometimes arbitrarily, sometimes because they simply outright want it or ask for it, and sometimes because the the person shows even the slightest but if creativity with or understanding of a skill they or someone else has. Rimuru abd his people make extensive use of this but pretty much nobody else does for reasons unknown.
