Another view point is that the government just turns a blind eye in some cases. The ethical hacker said he found lots of preditors leaked all of them and their credentials... The government did nothing about all the clear-cut evidence he gave, and then years later these people he reported did further unspeakable things that could have been prevented if the government listened.
