Wrong understanding of Waltz, which is quite common when it comes to foreign policy...Actually Waltz never argued that when it comes to foreign policy domestic politics is unimportant and that system is the only explanation for states' foreign policy behavior...What he really argued was that system tells some big things about foreign policy, but not everything...His position was that in order to have the full understanding of foreign policy systemic level will not be sufficient and one has to look at the domestic characteristics of states...Actually, he made this argument in many places, in his books: Man, State and War and Theory of International Politics and in his correspondence with Elman in Security Studies where he argued that International Politics is not Foreign Policy....so, to sum up my argument, even Waltz, a structural realist understood that studying foreign policy requires more complex theories...Actually that argument was then further developed by contemporary realists (neoclassical realists) such as: Randall Schweller, Jeffrey Taliaffero and others...
