The Red Tail isn't hunting or that squirrel would be food already. The bird is just resting and wants to be left alone, hence the threat display of fluffing and wing beating. Anyone thinking the hawk needs to ambush to attack doesn't understand hawks. A squirrel can bite trough a black walnut. It can also do the same thing to a bird's leg. What is missing is the sound of the birds also making a racket. When that hawk takes off it will be like a bomber surrounded by attacking fighters. Also with a lot of more intense racket. If there were blue jays that where near it would not have stayed around that long.

Unfortunately, we now shoot hawks here in eastern Ohio. They have in fact became a serious pest/nuisance.... theyve killed 30 out of 70 of our chickens and invasive coyotes killed the rest of them. Our local and state resources refused to do anything about it which includes reimbursing us for anything and so far 6 hawks been shot by us alone and we only got 3 of the numerous coyotes which are much harder to get a shot to kill
