Is it possible to teleport there just by having someone that already done previous quest summon a player that isn't done it yet?

What i notice on this weapon spellforge is the bleeding damage is "scaled" (just an assumption), i tried it on nulgath it does 120 bleeding damage, on training dummy in dojo it does 114 bleed damage and on the lost crocos in azurcrest island it does 130 bleed damage (btw im using guardian class). In my experience, the weapon is good but the -20% is kinda meh for me but the character effect is cool though so why not
