Its from unlocking directors cut. You unlock directors cut by beating all the easter eggs. Its also why he has all the perks at the start

The mr-28 isn't a sniper but it is one of the strongest guns in the game. If you pair it with incendiary rounds with the high quality incendiary upgrade and weapon specialist +4 and the ark attachment, you'll just be pretty overpowered(and never use Burst fire with it because that attachment decreases it's damage)
