On the record, Pakistan tax to GDP ratio is above India, Bangladesh, and Iran. The real issue is wastage of resources and perks and privileges of ruling elites, especially government servants. IMF asked to reduce government expenses, but instead of reducing expenses, the government levied more tax on taxpayers.
