My trolley is useless now. The front wheels don't swivel properly so it's a nightmare to push even in a straight line

I have a genuine Sholley folding chair at home, like a little fold-up camping chair that I take with me when I go out shooting. It has two straps at the back with poppers on each one and a metal bit at the bottom that sticks out like a kind of hook that points toward the ground. Iv tried to find one similar online to get an idea of what the two straps and metal bit at the bottom are for including the website address that is sewn on the label on the back of it but cant find one like it anywhere. I would appreciate if you could tell me a bit about this chair and what those bits are for.
