My guess is there’s either a wisp of filament in it, or the fan has a chipped piece causing it to spin out of balance

There aren't any chips or wisps of filament that I can see, so I don't think its that. My guess is that it is some pressure differential where being close to the bed is causing back pressure which is destabilizing it
