It was probably mostly showing off, but it can reduce excess water pressure when the reservoirs are very full.
Great video! I was there a few days ago. A very elaborate system complete with the fountain! Do you know if the fountain serves a purpose, or if it's just a but of the Victorians showing off?!
Who withdrew my comment? I hope this place is filled in. Loads of infill in S.Wales. Sorry it closed as it provided employment locally and has starved the country of coal supplies, BUT, it is an eyesore and sympathic landscaping would enhance the area.
