Those "armed military's" you're talking about are the New York Army and Air National Guard conducting training excercises. Specifically training cadets. I know because I'm one of the personnel who train them :). Camp Smith is not far from there. You can actually walk into the base unknowingly through the back trails and avoid the front gate. Even if it's on the other side of the Bear Mountain Bridge. The "armed Security" you're referring to are actually law enforcement officers. New York state DEC, Forest, and Park police. It is part of their jurisdiction and they do patrols there often. More the forest rangers but DEC and Park police is found up there as well when they're bored.
