for the head start with the face it has the more important edge loops for retaining detail and movement for later animation. Do the eyes, mouth, and nose and slowly work towards the back and neck. the back of the head will usually have hair or clothing covering the the majority of it so its more important to have a straight line that can be used as a seam during UV unwrapping. The face should have the most faces even after retopology so don't stress if it feels like you have alot.

You're doing too much in one go. Looks like a top-down or bottom-up approach. First define your major edge loops (wrists, elbows shoulders, knees, etc) with at most 8 edges, then start connecting. After applying your shrinkwrap, make another shrink to the sculpted model. Apply a subd, then the shrinkwrap. Subd will do the heavy lifting at the end.

and remember if things get tough relax, and find motivation to get going again, burnout and stress can cloud your vision.
