California Service Center, I did the Online Filing option, Just the Initial Status of "Case was Received" so far, But I already expected that, says about 11 months for estimated completion, but that changes often.

It does not say it needs to be Apostilled, but needs to be from a the Vital Records agency of the country of Birth, which is similar to the PSA. Only the marriage Certificate specifically says that needs to be apostilled, which only took about 2 weeks to get when we ordered it from Utah County Clerks office. We only made color photocopies of both of the birth certificates, not the actual PSA Birth Certificate of the PSA Security paper. and had no problems submitting only photocopies to the Consulate in SF.

​@Choo-143 I would guess it's the same for divorce decree. My Filipina girlfriend and I are getting married online through Courtly in Utah County, Utah next month. We will be having the Marriage certificate apostilled for the Philippines. Then we will be reporting the marriage to the Philippines consulate in San Francisco California. We the will applying for a spousal visa for her to come live with me in the U.S. Thank you so much for your reply.

Actually for a divorce decree all it requires is photocopies of the final decree with seal that’s all I did was send in photocopies and had no problems for approval for the ROM… it also says that in the checklist , just an FYI before you can apply for a US visa such as a spousal CR1 visa the marriage must be consummated after the online marriage so you have to be physically present in each others presence after the wedding. I went to the Philippines about 9-10 months after the wedding but also used this trip to get the ROM form notarized together while I was in the Philippines then afterwards I filled the I-130 application .

Yes I did and got it approved, I’m actually working on that video now of the process and the SF returning the paperwork back. Should be posted this week probably after the 4th of July

I understand that the marriage certificate must be apostilled, but does the foreign husband's birth certificate or divorce decree from previous marriage need to be apostilled also?

I have our ROM paperwork submitted to the Philippines Consulate in San Francisco. On April 25, I’m just waiting till I get that confirmation it’s compiled to make a video on our process… San Francisco consulate added a section for Utah marriages now on their website.. as far as the USCIS . I’m getting everything together. And have it submitted soon. Probably by this month.. I’ll show my timeline in everything so hope it’s helpful.. it’s taking a bit longer than normal for me than others due to the fact I had to wait 10 months to go there to see her in person after the Utah marriage to meet the requirements for USCIS of Utah marriage.

Yes Utah, Is the only state in the US that it is valid and Legit, After that there is a process to have it registered which involves ROM (Report of Marriage) to the Philippines Consulate in California since they have jurisdiction over Utah. Which I am still in the process of doing.
