Yes! you are right. it is like ranking debtors; someone that owe 1 million (-1 million) is considered more superior to someone that owe 100 million (-100 Million).

Step 1: Observe that there's fractional value within the square root sign. Multiply all the values at the numerator and divide by the denominator. Step 2: Then, punch the square root sign in your calculating device( calculator) and put the result in step 1. Press equal sign and your expected output will be 3,162. I hope it helps.

You can consider both cases and choose the one with the lowest total minimum transportation cost since the goal is to obtain least transportation cost. I decide to keep it simple because there are other rigorous approach to solve transportation problem with tie smallest cost but it might get you confused that's the reason I didn't bother to go complicated.
