The propeller motor wont work without that IC.

The motor driver may burned, can be fixed by replacing it.
I had one motor not working the red wire had come unsoldered. The wire was not long enough, and when you folded the rotors up to pack away the wire had pulled off. So I extended the wire and all is fine now.
