For your answer on the mandatory SEAF service, the Super Earth Federation is highly militarized at every level. In the first game it says all citizens were given a rifle on their 16th birthday, the m2016 'Constitution' (which is literally a reproduction of the M1903 Springfield rifle). Even though the SEAF basic training is 3 days long, and Helldiver training even shorter than that, all citizens are physically fit and are proficient at using weapons already. Plus, Helldiver candidates are selected from the best of normal SEAF soldiers anyways. Helldivers are an interesting special forces group, because they are very effective, yet have extremally high-casualty missions. Also, you may notice your democracy officer on your ship has a Helldiver cape, meaning he is a battle-worn Helldiver who was promoted to that position after surviving some missions.

Helldivers have numbers and make "oopsie friendly fire" just for the fun or it. ODST are rare yet powerful, skilled, battle hardened and most importantly, do not need a cape
