No Perks needed. When binoculars is equipped and in aim mode (hold RMB/LT), an animal can be spotted via pressing E/the X-Button/or the triangle button when directly looking at it.

Yes it was, but let's hope it gets better, luckily it also wasn't the worst.

Have not heard about this issue between my friends that also play it on Steam with me. I would suggest making sure your PC meet the minimum requirments and have the latest driver for your graphics card. If all of that is in check you might have to open a support ticket.
