I think that the line "It's our right as babies to watch cartoons" should serve as an obvious hint of what eventually led to that stigma of animation as a children's medium because it started during that particular time period that this flashback sequence took place in. Since this was also during the same time period the Interstate Highway System was literally paving its way into the scene, I figured that by television being utilized to keep kids quiet, they mean use it as a coping mechanism to deal with any stir-craziness the kids themselves would normally have to deal with, especially in between schooltime due to dealing with the unfortunate reality of not being old enough to drive yet.
