It's built around the Ducati Diavel, so not a boxer engine. If you Google Yanko Design - the concept is called Akira&Ducati, and it's designed by James Qui.
This bike it's been around like forever. It's cool, but why no one sell something like this ya. Although many random builder make the one off replica since the 90's. If someone build serial limited production inspired by this bike, this is the time, because we're now in the future.
The Bike in Akira was powered by Electric with Incredible amount of Electricity. Static electricity was Amping so much you could see the electrical discharge.
I don't think it was actually electric. Tetsuo actually mentioned the bike uses an electronic braking system along with an advanced computer while he was fiddling with the controls. If it has electric motors, it would mean its a Hybrid of some kind that combines ICE motor with an electric drive to further boost it.
I would Love love, LOVE to build this bike with a VFR-Interceptor motor (because it sounds like a V-8, and so does this moto in the movie... and it can make decent power). This is a high-fidelity model that looks pretty... without some fairing. But... Where's the suspension? Where's the fuel tank? In front of the seat, that space is too small, it has to be the air intake.

デザイン的には時速600km走行目指してるような感じ。

It's not an EV. It has a manual gearbox and can be stalled. Also in the manga it clearly has a gas tank.
