The surface is an ocean modifier (see my response to @YCDesigns for more detail). For the shader, it's likely just a glass shader with a roughness of around 0.2, thickness of 0, and IOR of 1.333

It's an ocean modifier. You can see it on the right panel at 0:38. The key thing to get it animated is the Time value, shown in purple in the video. To animate it, edit the value to be #frame/24 (important to include the hashtag).
