unless it is one singular molecule its wet the def of water is "covered or saturated with water or another liquid" water is usually covered with other water molecules HOWEVER there are singular water molecules in air so water can be wet or dry!!

A single molecule of water would not be wet as to be wet it must have water on it something cannot be on itself If there were two molecules of water they would be wet as water on them So technically water is not wet
