Mostly, the problem with the Enfield Police Department building seems to be that it's simply much too small and has none of the special work spaces and secure storage areas they need. The building was built 1992 before many of the practices in use today existed, certainly before any of the information security policies were created. Even without considering the new practices, the building is sufficient for the town as we are today. They have a single holding cell, in a corner of the processing (booking) room. Which makes if difficult to keep people separate who are trying to fight one another. Also, because by law the can't secure adults and juveniles within sight or sound of each other, if they have both in custody,- they have to put the juvenile up in the meeting room with full time supervision, wasting an officer. To have a proper evidence room, in 2020, they built a new evidence room by converting one of the two "sally ports." A sally port is an indoor garage bay to us civilians. It's not just convenient, it's important to keep the cruisers ready for immediate use in the winter and to allow the police to safely, securely move someone who is in custody from the crusier into the processing room with having to go outside, risking weather, injury, or escape. Even though the new evidence room is three times the size of the old one, it's already inadequate under current law and regs for a town our size. There's such little storage, they have to use the attic to store all their paper files. And that attic is a truss system, not meant to carry the extra weight of stored stuff. There's also no stairway; they use an aluminum ladder to get up there. Their officers weapons and ammo are all secured behind a locked screen door, but it's not a regulation amory/storage space because the walls are just sheet-rock and not fireproof and not burglar resistant. There's no dedicated storage for weapons or ammo confiscated as evidence and they've have had to give about five of the lockers in each locker room over to storage for that stuff. There's also no space for maintaining weapons and none for storing the chemicals for weapons cleaning supplies. The computer systems and electronics don't have a secure, climate controlled server room. Anyone in the station can get to the server and the charging stations for the body cameras and radios, etc. Chief Holland referred to something called "See Jiss" a few times. I think he's referring to CJIS, the FBI's Criminal Justice Information Services Security Policy. This is basically information security recommendations for anyone working in Criminal Justice. So, keeping documents about investigations, crimes, etc., safe from accidental disclose. All that stuff you don't want made public? Your personal data? That's what CJIS Security Policy helps Police Departs keep private for you. The EPD facility is so small and overcrowded that they can't follow those recommendations. They EPD has one, single conference room. And because meeting space is in such short supply through the town buildings, it's loaned out to other town boards, administrators, etc., though not the public. This conference room also servers as the town's Emergency Operations Center (EOC). It should have television and satellite feeds, monitors, dedicated computer systems, multiple phone lines and video conferencing, smart-boards, whiteboards, a radio system, etc., and it doesn't. Doesn't have any of that. It has one phone line, a whiteboard, and a map on a corkboard. Any meeting in that conference room is at risk of being interrupted by officers rushing through from the front of the station to the garage to respond to an incident because the meeting room is the only way through the building between those spaces. - There are other issues I missed noting while trying to type this up.
