In the labyrinth of ordeals, but he spawns randomly though always as the last boss of a labyrinth stage. I met him twice in the volcano stage and pondry stage, and lost both lmao. I guess I still need to farm and level up at least the same as the guy ln this video to beat that fucker.

when i tried to kill them i wasn't getting slayer exp anddont think it was ticking off the amount i needed to kill. Was this only near release you could do this?
:O my bad, forgotten to update this, but since 14th April 2014 update, Jagex made Celestial Dragons a slayer task of their own, meaning you can only kill normal steel dragons now for steel dragon tasks, really sorry.
