You're absolutely right-it seems the Enhanced 2025 S-MM2H program has shifted focus significantly from being a retirement-centric initiative to a program aimed at attracting financially robust individuals and families. While this might make the program less accessible to retirees on limited pensions, it could attract a wealthier demographic, aligning with Sarawak's goal of boosting economic contributions and investments in the state. Even though I more than qualify, I’ve just written off S-MM2H. I don’t want to tie down significant money on dead assets. Edit: Let me clarify. I fit the profile of the people they want to attract. But this new program is a complete turn off for me.
This has to do with MM2H?

Portugal is better
Why, may I ask ?
Portugal golden visa has a path to PR and citizenship 5 years later while MM2H don't have this path, also invest in a fund is far flexible than real estate(MM2H). MM2H is in general a long term tourist visa, you have the right to spend money, but very limited other benefits.
It really depends on what you value most. Portugal’s Golden Visa certainly has its advantages, particularly the pathway to EU citizenship and the ability to travel freely within the Schengen Area. It’s an excellent choice for those looking for a cosmopolitan European lifestyle, investment flexibility, and long-term benefits like an EU passport. However, Malaysia’s MM2H program shines for those seeking an affordable tropical lifestyle with lower living costs, family inclusivity, and excellent healthcare and education options. While it doesn’t offer citizenship, the long-term residency is sufficient for many who prioritize comfort and affordability. Ultimately, the “better” option depends on your financial capacity, lifestyle preferences, and long-term goals!

Why would retired North Americans take the huge risk to commit to restrictions on their finances with obligatory deposits and real estate purchases for only a five year visa when the government has a history of making constant changes that could make life even more complicated and messed up????

For guardian pass, do we need to give proof that we need the source of income from ourside malaysia? E.g. biological mother is holding a guardian pass.. and do the father need to work outside malaysia?
The Guardian Pass does not typically require proof of a specific source of income from outside Malaysia. Its primary purpose is to allow a parent or guardian to stay in the country to support a child enrolled in a recognized educational institution. For your example, if the biological mother is holding a Guardian Pass, there is no requirement that the father must work outside Malaysia. The father’s work location or income source does not directly impact the mother’s eligibility for the Guardian Pass. However, the parent or guardian may need to provide documentation demonstrating their ability to financially support themselves and the child during their stay in Malaysia, which can come from any legitimate source. It’s best to check the specific requirements with Malaysia's Immigration Department or a legal advisor to ensure all conditions are met.
I’m a single retiree processing in applying my CNCC from Hong Kong Police which takes 6 weeks. All of a sudden receiving my S-MM2H agent notified that the require FD will change to RM500,000 and application for the existing program will be cut off on 30/Nov/2024 hence l will miss it out. Under the new requirement, I have 3 main concerns: 1 - FD RM500,000 is too high for a single retiree. It will be locked up in bank for 10 years for a small interest only. If this FD to be allowed for investment even only for Malaysia/Sarawak stock market, government bond and or foreign currencies, would allow retirees have more chance to engage and contribute to the community. Giving that all S-MM2H holders are not allowed to work and doing Business there, it slow down their engagement and contributions to the community. 2 - After 10 years Visa expiry shall lodge a New Application with the new requirement. It is difficult for a single retiree whom likely is a single home rather than a second home. I shall reconsider seriously whether I can reestablish a new home in my home country by that old age and health condition. 3 - Optional Property Purchase is only allow to purchase 30 years old or above property. It is another difficulty for a single retiree to maintain an old property in a new country who intended to live long term. With above 3 concerns, I am forced to suspend my application for reconsideration. I truly like Sarawak and planned to live there for long term to enjoy the nature and landscape for rest of live. Hope Sarawak government would reconsider to lower down the new requirement for single retiree applicants!
Can digital nomads renew for another year on this program?
Yes, digital nomads can renew the DE Rantau Nomad Pass for an additional 12 months, allowing for a total stay of up to 24 months in Malaysia. The initial pass is valid for 3 to 12 months and is renewable for another year, subject to meeting the program's eligibility criteria.

So the 150,000 MYR is required for Sarawak? I read somewhere that this requirement can be skipped if you have 7000 MYR per month income (for individual) or 10,000 MYR monthly for a couple.

Thank you for the link to this video, but yet again, I am confused with the offshore income requirement. What does the dependent component mean? Does it mean the main applicant, if applying with a dependent will have to be receiving at least RM 15,000 monthly, or it means that on top of the RM 10,000 for the individual, the main applicant has to receive RM 15,000 for every dependent hes bringing in? And you do not necessarily need to be earning a monthly income now? You just have to show that you have savings of at least RM 100,000 for an individual, and that will suffice? Does the money need to be in a Malaysian, or Sarawak bank account, or any other bank account will qualify too? Every single time with the changes of new rules, it just raise new questions and frustrations.

Let me help clarify: Dependent Component Explained The RM15,000 monthly offshore income requirement applies to the total income needed if dependents are included in the application. It does not mean RM15,000 per dependent. Instead, if the main applicant is applying with dependents (e.g., a spouse or children), their total monthly offshore income must meet this threshold. For example: - Main applicant only: RM10,000 monthly offshore income. - Main applicant with dependents: RM15,000 monthly offshore income in total. Monthly Income vs. Savings While the offshore income requirement ensures applicants have regular financial resources, for those without consistent monthly income: - Savings of at least RM100,000 (for an individual) can also be used to demonstrate financial stability. However, this is a separate condition from the fixed deposit requirement, which must still be fulfilled (RM500,000 in 2025). Bank Account Requirements The fixed deposit of RM500,000 must be placed in a local Sarawak bank. For offshore income, there’s no requirement for the funds to be held in a Malaysian or Sarawak bank account as long as you can prove the income originates from outside Malaysia. Frustrations with Changing Rules The frequent updates and increasing complexity of the S-MM2H program understandably cause frustration for many applicants. It would help if the authorities provided clearer guidelines and streamlined processes to make the program more accessible. Transparency and consistent communication would go a long way in easing these concerns.
Is there still the requirement for offshore income though? I feel that is the genuine killer there. Because if you are coming to retire, how is it possible that you will be still drawing an income? Even if you have investments, it is very unlikely that you can be drawing a $10,000 Ringitt returns monthly.

How much the agents will be charging for Sarawak?
S-MM2H agents in Sarawak are permitted to charge service fees as follows, in line with the Price Control and Anti-Profiteering Act 2011 (Act 723): RM12,000 for each individual S-MM2H participant. RM2,000 for each dependent. Note: The service fees do not include an 8% service tax (if applicable), government fees, immigration bonds, or third-party costs such as medical exams, medical insurance, document certification, transportation, and other incidental expenses.

It is funny how Sarawak has not learnt from Mainland Malaysia when they changed their fixed deposit requirements and decimated the MM2H program. As stated in an earlier comment RM500000 is excessive for a single person, whereas for the same deposit you can bring your whole family so a large family, say 8 persons, will pay the same fixed deposit.
I thought Sarawak was not going to play the stupid game the Mainland played - I don't want to live in a country where the government playing with people like yo-yo!

Isn't the current fixed deposit RM150,000(~USD35,000)? An increase to RM500,000(~USD115,000) is probably too big a jump. USD35,000 is pretty reasonable for a lot of Westerners. The mainland MM2H increased their prices too a few years ago and the number of applications declined quite a bit.

As a young retired couple who were thinking of using the s-mm2h, we cannot afford the new deposit unfortunately, we cannot afford to leave that much in a bank for that long. It really feels like Malaysia no longer wants middle income retirees. Shame as we love Malaysia and had been planning to move there for the last 10 years, and we would not want to buy property.
I think the FD of RM500,000 is too much for a single person. It is no longer an inexpensive alternative to the mainland MM2H programme.
I think an FD of RM200k for singles and RM400k for families would be fair and more acceptable. How does an FD increase the states economy? Surely a minimum income would do that. The only ones to gain would be the banks.
