You can buy parts in the shop or get them threw the collectibles and story of the game. You also can go to the creators hub and just download the car you like and play with it ;)

If you mean the tabs you can choose from, you need to own one of them from the shop

I dont remember anymore of i uploaded it there, i did this before creators club even existed. But check it out i am sure there are some if 2k didnt change the rules on it. I remember i couldnt submit my skyline because it was to close to the one from the battle pass
