Hello, I am an NYU Student at Tandon who also had a similar concept. Instead of pods, I envisioned using a "honey wagon trailer" style encampment, the same type they use at Hollywood for their lowest grade actors. In each trailer, about 5~6 people of average height may lie down and place some belongings, as well as have a place to secure their belongings safely (more important than you may think!). Each pod is separate from each other and the trailers are not only pre-made, but can be rented en masse, allowing a quick and affordable pilot program to launch. These areas would be used for SRO-style housing, and the bathrooms could be used together at a fixed site. For stacking them up vertically, I had the idea to use vertical parking lot-esque structures commonly seen in Manhattan (the same type with bare steel bars, not concrete structures). Of course, regulations and the NIMBY crowd will be your largest issue, and having pitched this idea to multiple NYU Profs over the Summer, all of them went nowhere. Oh, and if you can get in touch with any Profs, could you ask them if the structures used for the aforementioned "honey wagon encampment" be classified purely as a vertical parking lot, or if it would have to go through various housing regulations? I never did get the answer for this, and I am genuinely curious. The answer would determine whether or not your project is feasible as well.
