PILCast Episode # 52 - Improving Requirement Outcomes with Facilitated Workshops
In this episode, a Department of Homeland Security (DHS), Procurement Innovation Lab (PIL) Coach has a conversation with the Program Lead on the General Services Administration (GSA), Civilian Services Acquisition Workshop (CSAW) team.
Creating requirements documents can be hard and arduous for government program offices and even then, it is difficult to write a great SOW, SOO, or PWS that is clear to industry. In this episode, you will learn what a C-SAW is AND how it can help your program office team create AND improve the quality of your requirements to ensure you receive better proposals from industry and better performance after awarding a contract.

    Question on using min level of experience…because if you are acquiring technology services and key personnel for this work, sometimes establishing minimums would be required if the program actually needs the experience an it’s not highly desired backed up by the D&F the FAR requires at FAR 39.104. Question, is asking for specific experience as highly desirable the innovation even tho in your documentation you’re establishing minimums? Seems if acquiring IT services and establishing minimums within the key personnel section or labor cat section would lend itself to evaluating responses based on those min and you couldn’t really use the “highly desired” innovation right?? Anyways great job presenting this info and thanks for sharing!!

      @Carrie Parker, thank you for the great comment. Be careful with the D&F for that section, FAR 39.104 only requires the CO to determine, not use the D&F Format. Also, some minimums can be established, but let them be minimums, and the highly desired is the part that helps bring it home. Minimum HS with 5 years, highly desired BA in computer science. The highly desirable could be an innovation, it is a way to provide flexibility so that something small like a specific year of service or potential education does not disqualify a vendor. If someone did determine to include some type of minimums, this could be language used in the solicitation and how it could be evaluated if someone was proposed with a lower amount: All proposed key personnel are highly desired to meet the qualifications below. Any instance not meeting the requirements may lower the Government’s confidence in the factor.” This puts them on notice but doesn’t make you kick someone to the curb for a not important reason. We are awarding contracts to companies not people. Let us know if you have any other questions and we will be happy to discuss!

    All - I do a lot of videos for the HUBZone Chamber of Commerce and can offer guidance if anyone wants help. One tip I want to share is for you to use your laptop, not a smart phone to make these recordings. First, it puts your recording into your enterprise environment right off the bat with no need to transfer files. Second, and most importantly, using a laptop lets your team look at the camera while also having a PowerPoint deck available below that camera with easy to follow bullets to keep you on track.
