4422344. Very good observation! To be precise, the optional third tones you described are not real 輕聲, but just 輕讀. （Most of us simply refer to it with the term 輕聲 though.) That’s why the tone change rule still applies since actually they are always third tones.

@@FulanSpeakingTWmandarin thanks so much, I think I understand, 輕聲 words that have a true neutral tone on the second syllable is no issue for sandhi because a 3rd tone isnt even allowed 輕讀 words with an optional third tone on the second syllable are actually kind of always supposed to have 3rd tone so they change to a 2nd tone when followed by another 3rd tone
