Can we pay the advance payment upon the receipt of guarantees while contract signing is pending?
Releasing the advance payment to the Contractor prior to contract signing, after having obtained all required gaurantees, can be considered as a relativelylower risk situation (since the employer has bank gurantees as a security measure) However there are some potential risks and considerations in terms od legal relationship.
It is debatable advance payment guarantee amount. Some clients ask guarantee amount not equal to Advance but Advance + Vat amount What is the correct way?

Is it Clause 14.2.3.a applicable, if the Contract Data Stated the Advance Recovery Percentage ?
usually Contract data, state when the recovery be commenced and the percentage of advance recovery form each IPC. If not the tenderers can clarify this during the tendering or the Contractors can mutually agree on a method with the Employer.
