I think Im late but the Shield Weaver is contained in a box. Open your inventory and go to the box category and select the shield weaver box and gather it. After that it was stored in your outfit section

On your PS2 version, when the ammo counter says for example 9, it actually means 9/21 meaning you actually have more ammo than you think. The later PS2 versions and the PC doesn't have this problem. Just to let you know. Fun playthrough!
