Hi Kimberly. In order to open your Cityfheps case you must be in CA (cash assistance) status or SI (single issue) status. Once your Cityfheps is approved and you are moved in and payments for rent have started, they close the cash assistance case. This is for people who don't qualify for permanent cash assistance because they have a income that exceeds their requirements for eligibility. No worries. What the said and did is correct and yes you should apply for snap benefits. You might be eligible. I went through the same thing with Cityfheps when I first got it 5 years ago. I'm the one that lives in your building btw. 😊
