No it is not the shoulder measurement, it is the measurement for the design cut out.

Which of them You are advised to use your measurements, not the one on the codes
Are the measurements standard? For example the design length, can it be more than 20 inches for the front?
The design length is standard while slit can be made to your desired length, the body measurements depend on your size
