Yup, Identical to mine that I commuted in and out of DC everyday, rain, snow and stupid, but never got hurt. I gave it away years ago. It was my first bike too. When new, it had carburetor slider issues, and it would run wide open and you had to quickly turn it off before it would have thrown a rod. 1973 reed valve, kick start, magneto and so dependable. Nice to see one like it again.
He was in his lane by the time you would have reached him even though you braked a bit. There was no need to come to a complete stop on the road, now you are the bad driver. Drivers have a duty to avoid collisions as well, so in those conditions you would also be in the wrong. Even if he was stopped in the orad, you have no reasonable excuse to not just slow down. Clear weather, dry roads, etc. I'm not saying the police officer was doing right, as they should have accelerated to enter their lane quicker, but you also need to avoid collisions for any road obstruction.
