Remember the humans in the movie are simply security for a company Meaning we have yet to see the human milltary forces Yes the main " villain" is milltary but the rest of the soilder are security

I think the RDA grunts would be the type of guys who would fire on civvies. So even in a human only story they be antagonist playing a similar role to the Confederacy in StarCraft one and the Dominion in Wings of Liberty. It would be cool to see them fight an actual advanced alien threat as opposed to a pre industrial species.
