How to remove: 1. boot into windows pe 2. recover disk VIA EASEUS PARTITION MANAGER or LAZESOFT 3. open cmd type bootrec/fixmbr, bootrec/fixboot bootrec/rebuildbcd 4. delete 666.bmp, death.exe, mbr.exe, ddomain and other SUS files then boot into windows. 5. type "gpedit.msc" in the start menu then go to user configuration < administravie templates system then set everything to disabled and set to not configured 6. copy P2Settings to your desktop run it and then press apply changes and reboot 7. open regedit and nagative to HKCU\Control Panel\Wallpaper: Desktop value set it to your wallpaper or nothing just leave it blank. 8. open gpedit.msc again go to admin templates desktop (do the same for the OG one too)> desktop set everything to disabled then not configured 9. run cmd as admin then type "net user /add YourNameHere, net localgroup administrators YOURNAMEHERE /add" 10. login to that user attempt to change the theme log back onto the acc. 11. open gpedit.msc again and go to user config admin templates control panel personalization everything to disablen then to not configured. 12. test a theme. 13. if it doesnt work delete the account via control panel on the other alt account and use it from there. 14. restore desktop shortcuts 15. reinstall lost programs 16. change taskbar settings 17. pin all apps you want back to taskbar 18. Test 19. Reboot 20. Test again 21. Profit!

Regarding the installation of Windows 10 on exFAT, I made it clear long ago not to directly install it in the exFAT partition by skipping OOBE. For the UWP application to work properly, it must be installed in the NTFS partition before it can be changed to exFAT.

If you're going to attempt to salvage an infected Windows installation (which is not recommended), you should use a free program called SysInternals Autoruns to find where 000.exe added itself to Windows' various startup paths and remove it. You shouldn't have to manually revert the program's effects every time you reboot after this.
