Horticulturist here....if you do this on the field,and allow it to dampen to a depth of the soil over a reasonable length of time,it provides for the perfect condition the machines need to go in to turn the soil,plant and germinate the seeds.The added dampness on the soil,when also helped by the heat from the Sun is what they need to sprout ,and sprout quickly! Tilling and planting in dry soil results in dusty conditions and the soil tends to blow away needlessly.If seeds are planted in the dry condition they will sit there until it rains,which is not desirable because the seeds often will what little inner moisture they do have while fresh and either dry up and die or be taken or infested by insects.Your success with a good germination and overall crop yields is greatly enhanced by some basic preparation like this!
