16:07 idk if anyone explained this but it has to to do with the gen 6 mega mechanic. Back in gen 6, a pokemon's mega stats weren't calculated until the next turn. For example, Mega Beedrill will still be slower than Pikachu on the turn it mega evolves. It will outspeed the next turn
